TO THE VICTOR'S, THE SPOILS
We start with some good news for Panorama this week - last night we won an RTS award for our programme Primark: On the Rack.

The programme, which aired in June of last year, put Primark's claims that it could deliver cheap, fast fashion without breaking ethical guidelines to the test.

Posing as industry buyers in India, the programme's reporter Tom Heap and his team found some of India's poorest people working long, gruelling hours on Primark clothes in slum workshops and refugee camps.

In presenting the prestigious Current Affairs Home Award, the RTS said of the programme it was "not only an engaging watch but...thorough and also went the extra mile to lay bare the whole chain from refugee camp to the High Street rail".

It should also be noted that Primark: On the Rack had to beat two other nominated programmes to scoop the prize, both of them BBC documentaries, and one of them another Panorama -Omagh: What the Police Were Never Told, John Ware's report on GCHQ intelligence surrounding the Omagh bombing.

DRAGON TURNS UP THE HEAT
Last Monday, business guru Theo Paphitis came out of the Dragon's Den to help Panorama take a look at how businesses are faring during this recession and what is being done to ensure that they stay afloat.

The programme heard how many were experiencing problems with lack of money available on credit and that many small businesses are struggling because the bigger players are creating credit for themselves by taking
longer to pay them.

Business Secretary Lord Mandelson appeared on the programme outlining what help the government is offering and what he thought of how the banks are dealing with small businesses.


BLACK AND BLUE
This week saw the 10-year anniversary of the Macpherson report, which looked at the issue of police racism, following the murder of teenager Stephen Lawrence.

The inquiry into the failure of the Metropolitan Police investigation to find and convict Stephen's killers, headed by Sir William Macpherson, famously concluded that London's Metropolitan Police force was "institutionally racist".

In 2003, as a direct result of the Macpherson report, the BBC made The Secret Policeman in which reporter Mark Daly went undercover as a police trainee and confirmed racism was still a problem.

In October 2008 Mark returned to the issue with Panorama's programme The Secret Policeman Returns, which came amid a series of high profile race rows at the top of the Met.

It told a bleak story of officers and staff who feel sidelined and victimised, as well as disturbing allegations that those police officers who speak out over race feel victimised by their own forces.

EXTREME POINT OF VIEW
Panorama's recent programme Muslim First, British Second looked at the divided loyalties some British Muslims have and examined how best to prevent radicalisation.

The programme revealed that the government is planning a major shift in its strategy for tackling Islamic extremism by excluding Muslim leaders who denounce violence, reject democracy, oppose homosexuality and want to infringe women's rights.

This week, Communities Secretary Hazel Blears told the BBC that the "overwhelming majority" of people in Britain shared the same values and there must be a "dividing line" between those embracing and rejecting British "core values".

SORRY STATE OF AFFAIRS
Finally, this week the Royal Bank of Scotland (RBS) announced the largest annual loss in UK corporate history - an eye watering £24.1bn. Public anger at the bank was fuelled by the news Sir Fred Goodwin was allowed to retain his £693,000-a-year, for life, pension when he stepped
down as RBS head in October of last year.

On Monday Panorama will tell the story of the bank's dramatic fall from grace in What Happens After Sorry? With contributions from banking insiders, city analysts and legal experts the programme investigates what went wrong at the bank, who is to blame and asks if 'sorry' is enough for the people calling for civil and even criminal proceedings
against RBS.

What Happens After Sorry? is on BBC One, Monday 2 April at 8.30pm GMT.

Hello,

We at Newsnight are imagining WANTED posters all over town. The face is
Sir Fred Goodwin, the sum is £16m. And, if my tone is somewhat flippant,
it's because the story, for all that it says about negligence and grim
avarice, now has a kind of cartoon quality to it. Today, the sheriff,
one G. Brown, declared he was seeking legal action to claw back some of
the pension pot.

Does he have a hope in hell of getting it back? Doubtful. Is Fred
Goodwin going to sit out the media storm on a nice beach somewhere?
Highly possible. So what happens after the empty rhetoric? And, key to
all this, how many more other pension promises are already in the
pipeline?

And from Mark Urban:

"As President Obama provides details of his plans to 'withdraw' US
troops from Iraq I'll be looking at whether plans that reportedly could
keep 35,000+ there as 'advisers' invalidate his campaign promise.
Evidently the Iranians, who used their considerable influence in Iran to
try to de-rail last years Status of Forces Agreement between the US and
Iraq will not be happy. Will they use their proxy forces in Iraq to step
up military pressure on the US to withdraw completely?"

NEWSNIGHT REVIEW

Tonight's programme has a distinctly combative edge to it as Pablo
Picasso squares up to the entire tradition of European painting at the
National Gallery in London. Given the vast number of exhibitions devoted
to the greatest artist of the twentieth century it is odd to think that
Picasso's relationship to the past has never been explicitly confronted
before now, but finally there is a chance to see just how much he relied
on, cannibalised, obliterated, reconstructed, transformed and
occasionally paid homage to the art of the Old Masters and, of course,
how he measures up. Sitting in judgment and going head to head will be
Paul Morley, Jeanette Winterson and Tom Service.

In addition to an attack on the Old Masters (which Picasso described as
'a battle to the death'), there's the week's big film which unravels a
global conspiracy involving the self-professed masters of the universe,
or just "bankers" now to you and I. The International stars Clive Owen
and Naomi Watts as the literary-named double-act of Salinger and Whitman
on the trail of a multi-national bank whose portfolio of operations
includes embezzlement, extortion, arms-dealing and murder.

The International is a fictional thriller but distantly alludes to
certain historical facts, particularly the collapse of the BCCI in the
early nineties. Red Riding, a powerful new Channel Four drama series, is
more consciously ambivalent in its blurring of fact and fiction and
suggests that the West Yorkshire Police Force were not just
institutionally corrupt but ran a kind of paramilitary murder squad at
the time of the Ripper inquiry. Just how far our panel feel it played
fast and loose with history and how much it used the past as an
effective creative springboard remains to be seen.

We will also be discussing one of the most ambitious operas of the past
decade by the Pulitzer-Prize winning American composer John Adams. Dr
Atomic, which has its UK premier this week at the London Coliseum,
charts the final stages of the development of the atom bomb in the New
Mexico desert in the summer of 1945. The opera seeks to examine the
uneasy alliance between the US military and the thousands of scientists
led by Robert Oppenheimer at Los Alamos, and to wrestle with the ethical
dilemmas of a project which fundamentally changed the world. It also
attempts the seemingly impossible task of conveying the sensation of a
nuclear test on stage. Explosive, or just, as the scientists feared, a
'mere fizzle'?

the US economy. Central bankers, politicians and their economic advisors
sought to explain the economy's swoon in medical terms. The economic

The United Nations Millennium Campaign has commissioned a study to
review the progress African governments are making towards meeting
Millennium Development Goals with specific reference to Gender equality
and empowerment of Women (Goal 3) and Improving maternal health (Goal
5). The study will be used to launch a campaign "PIGA DEBE" for Women's
Rights" in the month of March 2009. PIGA DEBE in Swahili literally means
to make noise or shout. The "PIGA DEBE" campaign draws its inspiration
from women's voices in Africa who have repeatedly shouted over the years
that "Enough is enough, no more deaths in child birth". While many
African countries are making tremendous progress, there are gaps in
achieving MDGs and risks of backsliding in some of the areas where

In 2000, the member states of the United Nations adopted the Millennium
Declaration as a renewed commitment to human development. The
Declaration includes eight Millennium Development Goals (MDGs), each
with quantified targets, to motivate the international community and
provide an accountability mechanism for actions taken to enable millions
of poor people to improve their livelihoods. About 70 percent of the
MDGs' target group live in rural areas, particularly in Asia and Africa,
and for most of the rural poor agriculture is a critical component in
the successful attainment of the MDGs. Thus, a necessary component in
meeting the MDGs by 2015 in many parts of the world is a more productive

Israeli authorities ordered on 23 February, the demolition of
eighty-eight Palestinian homes in East Jerusalem, which will displace
some 1500 residents.The Joint Advocacy Initiative urges all YWCAs,
YMCAs, and the international community with its various organizations to
call on their respective governments to pressure the Israeli Government
to immediately put an end to these demolitions and comply with the
international law. As the Israeli Committee Against Housing Demolition
says, "House demolitions have become the hallmark of the Occupation.
Indeed, since 1967 Israel has demolished over 12,000 Palestinian homes,
leaving some 70,000 without shelter and traumatized. The systematic
demolition of Palestinian homes is an attack on an entire people, an
attempt to make the Palestinians submit to a mini-state or worse, an
'autonomous' set of islands - under Israeli control. We need to struggle
against the Occupation so that both our peoples will eventually enjoy

over the past week. But the violence that has been taking place in
Zimbabwe since the signing of the agreement, culminating in the arrest

to the unfolding crackdown by the state and the complete disregard being
shown towards the fragile deal so desperately enforced by SADC. Despite
assurances to the MDC that Roy Bennett would not be arrested he was
picked up and charged with treason. If South Africa fails to speak out
and condemn what is happening they will be complicit in what follows.

**ASIA-PACIFIC: Hunger a growing threat to region

*COLOMBO - Long-term hunger looms large for millions of people in the
world's fastest-growing region, the Asia-Pacific, unless governments
invest heavily in agricultural production and put more money in the
hands of the poor, a leading economist has warned. Poverty-stricken
rural communities are paying more for their food than people in urban
centres, seeing their farm land shrinking due to urbanisation and,
despite impressive economic growth, cannot find alternative employment,
Hafiz Pasha, former UN diplomat and now dean of the School of Social
Sciences in Lahore, Pakistan, told legislators at the Asia-Pacific
Parliamentarians' Forum on Inequality and Hunger in Sri Lanka on 16 and
17 February 2009. "The region has made incredible progress in achieving
MDGs, but hunger is not one of them," said Pasha, adding that most
governments had focused on achieving economic growth and neglected food
security. The MDGs are development targets that world leaders have

*Africa Gets Additional Seat on Bank Executive Board*

The Bank's Board of Governors has approved a first phase of reforms to
increase the influence of developing countries within the World Bank
Group, including adding a seat for Sub-Saharan Africa to allow
developing countries a majority of seats on the Executive Board, and
expanding voting and capital shares. "Adding another seat for Africa,
reaching developing country majority on the Board, expanding developing
country shares and laying the groundwork for further reforms represent
real change," said Bank President Robert B. Zoellick. These reforms were
initially agreed at the Bank's Annual Meetings in October 2008. With the
Governors' approval, the amendment to the Bank's Articles of Agreement
to increase basic votes, which benefit smaller shareholders, now moves

**Huge new platform to tell world leaders 'to put people first'*

A huge new platform of unions, development agencies, faith and
environmental groups plans to tell world leaders attending the G20
summit in April that only just, fair and sustainable policies can lead
the world out of recession. The alliance, which includes the TUC, Oxfam,
ActionAid, Friends of the Earth and CAFOD, is calling on people to join
a major demonstration for jobs, justice and climate in London on
Saturday 28 March, five days before the summit. Under the banner Put
People First - March for Jobs, Justice and Climate, the groups will
demand decent jobs and public services for all, an end to global poverty
and inequality, and a green economy. The organisations backing Put
People First say: "Recession must not be an excuse for putting off
action for global justice or to stop climate chaos. The only sustainable

Call for Nominations: 2009 Raymond Georis Prize for Innovative
Philanthropy in Europe*
Application Deadline: 3 April 2009
We have the pleasure of announcing the launch of the sixth annual
Raymond Georis Prize for Innovative Philanthropy in Europe, established
by The Network of European Foundations' Mercator Fund. The Prize will be
awarded at a ceremony in Rome on the occasion of the European Foundation
Centre's 20th Annual General Assembly which will take place on the 14-16
May, 2009. The Prize rewards exceptional and innovative European
Philanthropy and is described in detail on the Call for Nominations
brochure attached. Candidates must be proposed by a Nominator in order
to be considered for the Prize, thus offering the opportunity to
attribute recognition to a project, foundation, organisation or
individual's contribution to European Philanthropy. /For details, click
